INCREASE OF TOLL RATES IN A2 NOWY TOMYSL – KONIN (3 x 50 km)
1. Toll rates in A2 Motorway Nowy Tomyśl – Konin will be increased as of 23 April this year at 6.25 hours.
2. Toll rates will be increased for two categories of vehicles: passenger cars and oversize vehicles.
3. The price increased on the average by PLN 1 gross for driving 50 km of the motorway (after the increase 150 km = PLN 42 gross)
4. The price for driving 1 km of the motorway increased by PLN 0.02, from PLN 0.26 to PLN 0.28 gross (PLN 0.22 net)
Basic information
1. This is a symbolic increase below the inflation rate and amounts to PLN 0.02 gross for driving 1 km of the motorway in a passenger car.
2. The price of PLN 0.26 per km binding until 23 April 2012 was lower than the minimum price defined in the agreement with the government.
3. In compliance with the Concession Agreement executed with the government, the Concessionaire has full right to solely shape its tolling policy. Until the repayment of credits, only the consent of the banks is required to change toll rates. Such consent has already been obtained by AWSA in 2009.
4. The PLN 0.28 gross price for driving 1 km of the motorway is comparable to the rates used in other concession motorways in Europe:
Toll rates in selected countries*
• France – PLN 0.30 per km on the average
• Italy – PLN 0.28 per km on the average
• Portugal – PLN 0.28 per km on the average
* data from ASECAP – European Association of Tolled Motorways Concessionaires, of 01.01.2012.
Reasons for toll rate increase:
• inflation rate
toll collection started on 06.01.2003 with the toll rate amounting to PLN 10 gross, including 7% VAT, i.e. PLN 9.35 net; from 1 January 2003 to 29 February 2012 the inflation amounted to 32% (according to the Main Statistical Office); if the toll rate net value of January 2003 is indexed to the value of February 2011, the resulting rate is PLN 9.35 x 1.32 = PLN 12.34 net + 23% VAT, totalling PLN 15.17 gross. To maintain the real value of the toll rate of January 2003, the toll rate for category 1, i.e. passenger cars should amount to PLN 15.17 gross.
• Exchange rate difference
AWSA reimburses the credits contracted in EUR for the implementation of the project. On 6 January 2003, that is on the toll collection commencement date, EUR cost PLN 3.9987 (according to the National Bank of Poland).
• financial plan agreed with the government assumes the increase of toll rates in 2012 as well.
• new projects on A2 Nowy Tomyśl – Konin
AWSA is obliged to put aside the specified funds for new investments in the motorway. Only in 2011 and 2012 the amount of over PLN 150 mln was provided for such purpose (including, among other, Głuchowo, Kleszczewo, Buk and Słupca interchanges); all projects are funded with the revenues from tolls.
PUTTING THE BUK INTERCHANGE INTO FULL SCOPE OPERATION (in Eastern and Western direction) and the TOLL COLLECTION STATION ON THE INTERCHANGE
• since 23 April this year the Buk interchange was opened in the direction to the Western border in Świecko
• Toll Collection Station in the Buk interchange was put into operation
Basic information
1. Until 23 April the Buk interchange will be open solely in the Eastern direction;
2. From 23 April at 6.25 hours the Buk interchange will be open also in the Western direction
3. The opening of the Buk interchange is connected with the driver-friendly changes of the toll calculation system for trips in the Buk – Poznań and Buk – Nowy Tomyśl sections. Instead of the rate defined upfront for the whole 50 km section, the split into Poznań – Buk section and Buk – Nowy Tomyśl section will be made, and drivers will pay PLN 5 gross, and PLN 9 gross respectively for driving each of the above sections.
