Representation of AWSA on the surveys

In accordance with media reports concerning surveys carried out on the concessive section of A2 motorway and the optional road no. 92, we declare as follows:

1. By July 1st this year, in compliance with the law, so-called vignettes for heavy vehicles, used as a legal tender for using the motorways, are to be eradicated. In regard with this fact, taking into consideration the Concession Agreement, AwSA agreed with the Minister of Infrastructure that there is a need to update Traffic and Revenue Study, which forecasts the traffic and the amount of toll for using the concessive section of A2 motorway between Nowy Tomyśl and Świecko, until the expiry of the concession, that is until 2037.
2. AWSA is a concession company that executes the planning of construction and exploitation of A2 motorway within the framework of public-private project. The preparation of reliable Traffic and Revenue Study, which e.g. is based on the source-target surveys, is one of the duties stated in the Concession Agreement with government that underlies all our actions.
3. One part of this study are the surveys with drivers of A2 transport corridor, that is not only A2 motorway, but also the optional road – in this case, trunk road no 92. The surveys at motorway were carried out on the parking lots and three Toll Plazas.
4. Traffic regulations allow to stop the drivers that agree to participate in the survey only if assisted by the police.
5. The execution of the surveys, in compliance with the law, was agreed upon with GDDKiA in Warsaw and Head of Traffic Department of Voivodeship Police Headquarters in Poznań.
6. Traffic and Revenue Study is prepared by the order of AWSA by the reputable American company AECOM, which commissioned Biuro Inżynierii Transportu in Poznań (which often executes this kind of surveys on public roads) to carry out the surveys in A2 corridor. BIT always gets the essential help of the police. Similar surveys were carried out by the order of AWSA in 1998 and 2004.
7. There are no regulations in Poland concerning the provision of services by public entities towards private entites. At the same time, private entities executing tasks on public roads are oblied to co-operate with public institutions.
8. In compliance with currently valid law, the whole procedure of carrying out surveys on A2 and road no. 92 was preserved.
